The book uses an economic lens to identify the main features of climate-smart agriculture (CSA), its likely impact, and the challenges associated with its implementation. Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. This book illustrates the World Bank’s commitment to assist countries to respond to the opportunities and challenges posed by climate change. Undertaken in collaborative partnership with policy makers, farmers, civil society, and other stakeholders in Armenia, Azerbaijan and Georgia, it provides a much needed response to the call for action by quantifying the impact and identifying key priorities for policies, programs, and investments to reduce the vulnerability of agricultural systems to climate change in the South Caucasus. The study responds to the urgent need for climate adaptation, as highlighted in the World Bank’s “Turn Down the Heat” report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.

This food policy report is a response to growing concerns about the impacts of climate change on Latin American economies, agriculture, and people. It assesses both local and global effects of changing agricultural yields on the economy, subnational regions, and different household types, including male- and female-headed households in Brazil, Mexico, and Peru. The three countries reflect economic and geographic diversity in Latin America and more than half of the region’s population. Climate change impacts tend to be relatively small at an economywide level in all three countries. However, sectoral and household-level economic impacts tend to be diverse across countries and subnational levels. They mainly depend on projected changes in agricultural yields, the share of agriculture in regional gross domestic product (GDP), crop-specific international trade balances, net food buyer/seller position, and income diversification of households. As for gender, results from this study suggest that female-headed households may be less vulnerable than male-headed households to the effects of climate change, highlighting the importance of considering women as a source for solutions for building resilience to climate change. Given the relatively small impacts of climate change and the degree of uncertainty associated with them, it is too early to define specific policy recommendations. All three countries should try to maximize the benefits that may come with higher agricultural world market prices and to minimize the losses from reductions in agricultural yields.

The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.

Two of the greatest current challenges are climate change (and variability) and food security. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world.
