This edited volume analyses the naval arms race in South-East Asia, and reviews the content, purposes and consequences of the naval policies and development of the main countries of the region. The rise of naval capability in the countries of the Asia-Pacific Region is increasingly recognised as a major indicator of the ‘rise of Asia’ and its increasing importance in the world’s political, economic and strategic future. Most coverage focusses solely on the navies of the 'big four' – the US, China, India and Japan; however, the region’s other navies, though much smaller, are significant too. Given the current focus on the South China Sea and the Obama administration’s pivot to Asia, naval development in South-East Asia is of particular relevance. This book first identifies the issues involved in defence acquisition in this area. It then goes on to establish some templates of naval modernisation as a means of assessing the policies of individual countries in the region, by looking at the naval policies of the big four. Finally, the general issue of naval modernisation in South-East Asia is illustrated through a more detailed examination of some of the major issues common to all countries of the area. These include the defence-industrial perspective, specific examinations of submarine and surface ship acquisition processes, and a review of the balance to be struck between naval and coastguard forces in the area. This book will be of much interest to students of naval power, maritime security, South-East Asian politics, strategic studies, and IR in general.

Five out of the eight South Asian countries have direct access to the Indian ocean, yet research tends to focus instead on the region's landmass. Much less attention is paid to the extensive maritime space that links South Asian countries, provides their populations with vital access to resources, connects their economies to global trade networks and perhaps most importantly, contributes to law and order at sea. At a time when the Indian Ocean has gained great interest and relevance for many global actors, the role and location of South Asia will have critical implications for strategic calculation and alignment. Furthermore, if trade imbalances are to be tackled and economic globalization to regain steam, enhancing South Asia's ability to export and import through the oceans is essential. Finally, climate change is projected to impact South Asia massively. Coping with humanitarian crises and natural disasters will need critical investments in maritime capacities and cooperation. This edited volume brings together multiple perspectives on contemporary maritime governance in South Asia, from practitioners, policy-makers and academics around the world. They examine India's role as South Asia's leading naval and economic power and the capacity of key actors to shape maritime order in the Indian Ocean. This book examines the problems of boundary demarcation and its impact on territorial disputes, and offers techniques to manage and resolve the resulting conflicts. Historically, most civil conflicts and internal wars have been directly related to boundary or territorial disputes. Cross-border discord directly affects the sustenance and welfare of local populations, often resulting in disease, impoverishment, and environmental damage as well as creating refugees. Although the impact of territorial disputes is great, they can often be settled through bilateral, and sometimes multilateral, agreements or international arbitration. This book sets out to probe into the problems of existing techniques on boundary demarcation and to test their possible impacts on boundary and territorial disputes. Various factors and their influences on cross-border tensions are tested, either qualitatively or quantitatively. After close examination of dozens of the most significant cases, the book presents various alternative solutions to the achievement of cross-border cooperation in disputed territories. An ‘art of avoiding war’ is included within the book, comprising six key schemes and five negotiating techniques. The comparative advantages, costs and benefits of each of these is analyzed and evaluated. This book will help guide practitioners in territorial disputes and will be of interest to students of conflict management, international security, peace and conflict studies, political violence and IR in general.

China's rise on the world's oceans is attracting wide attention and may ultimately restructure the global balance of power during the course of the 21st century. Many books have described this phenomenon and the significant strategic implications that flow from Beijing's rapid maritime development. However, the subject of whether and how to potentially integrate a stronger China into a global maritime security partnership has not been adequately explored. Delving into a variety of vital domains of contemporary maritime security, American and Chinese contributors to this edited volume illustrate that despite recent turbulence in U.S.-China military relations, substantial shared interests should enable extensive maritime security cooperation. But for professionals to structure cooperation effectively, they warn, Washington and Beijing must create sufficient political and institutional space.

While there is abundant literature discussing non-traditional security issues, there is little mention of such issues existing in the South China Sea. This area is vulnerable to natural hazards and marine environmental degradation. The marine ecosystem is threatened by various adverse sources including land-based pollution, busy shipping lanes, and over-exploitation activities which threaten the security of the surrounding population. This area is also threatened by piracy and maritime crimes but law enforcement becomes difficult due to unclear maritime boundaries. This volume is designed to explore the security cooperation and regional approaches to these non-traditional security issues in the hope to build a peaceful environment and maintain international and regional security and order in the South China Sea region.
